Resign three months into an election to avoid abuse of incumbency-Expert to Prez & Appointees

Governance expert, Dr. Eric Oduro Osae, says it was about time a president in power together with all his appointees resigns three months into an election.   The expert who doubles as the Dean of Studies at the Local Government Institute, was of the view that, the incumbent will abuse incumbency, use state property to campaign at the expense of the tax payer.   Dr. Osae told Kwabena Agyapong on Nyankonton Mu Nsem on Rainbow Radio 87.5Fm that, if we can amend our constitution so the government in power, will be made to resign three months into an election and hand over to a neutral body so we will give a level playing field to all other political parties.   He said ‘’…three months into an election, the government in power must resign and hand over to a neutral body. This will allow for a level playing field. If we do not allow them to resign, they will abuse incumbency. You cannot stop an official of government from using state property when campaigning. This will be at the disadvantage of the opposition. So we have to allow all appointees resign three months into an election.’’   He also expressed worry over the award of contracts by incumbent presidents who lose an election few days to their exit. By amending the constitution and adopting my proposal, we will bring an end to all these abuse of incumbency.   He said we could allow a body like the Peace Council to manage the affairs of state until a leader is elected and transition is done and a new leader takes over. He was responding to questions over Ghana's preparation towards the 25th anniversary celebration as a republican state.
