Sustainable development expert and political analyst, Michael Ebo Amoah has blamed Speaker of Parliament Alban Bagbin for the unfortunate incident that occurred in parliament during the final budget debate and subsequent rejection of the budget.
He opined that it was improper and demeaning for the Speaker to have asked the Finance Minister to move out of the chamber before the House took a final decision on the budget.
Speaking on Frontline on Rainbow Radio 87.5Fm, Mr. Ebo Amoah noted that the Speaker is behaving as if he is in competition with the Executive.
He said, personally, I would put the majority of the blame on the speaker. He could have handled the issue better than he did on Friday.
He stated that the Speaker must apply emotional intelligence and fitness to the way he manages affairs in the chamber.
Mr. Michael Ebo Amoah also described the rejection of the 2022 budget as unconstitutional because the required number needed was not present.
He said if someone should invoke the original jurisdiction of the Supreme Court, the person could win.
He indicated that his pronouncement and behaviour is lacking level-headedness and always create situations that lead to heated exchanges.
“I am thinking that the tension that occurred happened because the Speaker failed to handle issues well,” he added.
He said deputy ministers, ministers,s, and other government appointees are allowed to witness proceedings of the House.
He advised the Speaker to avoid his current posture and avoid unnecessary tensions.
He said the budget is not just for NPP or NDC and Ghanaians would be the ones to suffer if it should be rejected.
He added that although he is not a lawyer, he believes the budget has not been rejected.
He asked parliament to reconsider what happened and reach a consensus on the matter.
