Minority files a motion against the conduct of Joe Wise

The Minority in Parliament has filed a motion to question the conduct of First Deputy Speaker Joseph Osei Owusu over his conduct in the House.

Minority leader, Haruna Idrissu served the notice when the First Deputy Speaker who was presiding directed the table office to amend the votes and proceedings of Wednesday, December, 1 to reflect that he ruled against the Minority’s motion seeking to have the decision by the House to approve the 2022 budget statement reversed.

According to Joseph Osei Owusu, he made a ruling and threw out the minority’s motion and so directed the table office to reflect the same.


This however did not go down well with the minority who challenged the Speaker’s directive.

Minority leader, Haruna Idrissu indicated he will invoke order 93(5) to question the Speaker’s conduct.

He challenged the Bekwai MP saying there was no ruling on the matter because he attempted to rule, the was an uproar, suspension of sitting hence he would file a motion against the legislator because he cannot preside over the House by abusing the laws.

He declared that the conduct of the First Deputy Speaker was inappropriate and against parliamentary proceedings and standing orders of the House.

The motion filed read: ”

That This Honourable House; Sets aside the purported Ruling of the 1 st Deputy Speaker, Mr. Joseph Osei-OWUSU, MP delivered on Wednesday, 1st December, 2021 against the Motion moved by the Hon. Minority Leader, Mr. Haruna Iddrisu and seconded by the Hon. Member for Bawku Central, Mr. Mahama Ayariga, as captured on page 9 of the Votes and Proceedings of Wednesday, 1 st December, 2021,

On grounds that it contravenes the Rules, Conventions and Practices of the House and was actuated by bias.”
