Francis Doku, a communications professional with over two decades of experience, has proposed former Attorney General Benjamin Kunbour as the speaker for the yet-to-be-inaugurated ninth parliament.

He argued that the former Member of Parliament has extensive experience in public service, law, and governance to be considered as the next Speaker.

To him, the experience of Dr. Kunbour makes him an exemplary candidate for the position of Speaker of Ghana’s Parliament..In an opinion piece, he appealed to the powers that be to consider him for the position as Speaker even if someone had already been selected.

He described Dr. Kunbour as a man of integrity, competence, and impartiality required for the role as Speaker.

He noted that appointing him as Speaker would also signal a commitment to professionalism, national unity, and the advancement of Ghana’s legislative journey.

“Dr. Benjamin Kunbuor embodies the qualities of integrity, competence, and impartiality required for the role of Speaker of Ghana’s Parliament. His wealth of experience in governance, law, and academia makes him uniquely equipped to preside over Parliament at a critical juncture in Ghana’s democratic journey. Appointing him as Speaker would signal a commitment to professionalism, national unity, and the advancement of Ghana’s legislative journey since the beginning of the 4th Republic.”

Case for Dr. Benjamin Kunbuor as Speaker of Ghana’s Parliament

I am writing this on 3rd January, and given that it’s only three days before the new parliament is inaugurated and the announcement of the person to be the Speaker is made, I am under no illusion that the decision would have been made already. However, even if the decision has been made and it is not this former Attorney General and MP, the decision-makers should reconsider.

In my humble view, Dr. Benjamin Bewa-Nyog Kunbuor’s extensive experience in public service, law, and governance makes him an exemplary candidate for the position of Speaker of Ghana’s Parliament. His distinguished career as a legal scholar, parliamentarian, and minister equips him with the skills and temperament necessary to lead and unify Ghana’s legislative body.

Here is my argument for the legal luminary:

  • Vast Parliamentary Experience and Legislative Expertise

Dr. Kunbuor served as a Member of Parliament (MP) for the Lawra-Nandom constituency for two terms (2001-2009). During this period, he contributed significantly to shaping Ghana’s legislative agenda, particularly in areas of constitutional and administrative law. His deep understanding of parliamentary procedures and his ability to build consensus across party lines make him well-suited to preside over debates and ensure fairness in parliamentary proceedings.

Having experienced the inner workings of Parliament firsthand, Dr. Kunbuor possesses the gravitas and procedural knowledge required to manage complex legislative processes and foster a cooperative environment among MPs.

  • Legal Acumen and Command of the Constitution

As a former Attorney General and Minister of Justice, Dr. Kunbuor played a pivotal role in defending the rule of law and upholding Ghana’s constitutional framework. His legal expertise ensures that parliamentary deliberations and decisions align with constitutional principles and Ghana’s democratic values. A Speaker with such a background would not only safeguard legislative integrity but also ensure that the laws passed withstand judicial scrutiny.

Moreover, Dr. Kunbuor’s academic contributions to Ghana’s legal landscape, including publications on taxation, human rights, and decentralization, underscore his deep intellectual engagement with the country’s legal and governance systems. This expertise will bring a nuanced and informed perspective to parliamentary debates, ensuring that legislation is well-crafted and reflective of the broader national interest.

  • Proven Leadership and Ministerial Competence

Dr. Kunbuor’s leadership across multiple ministries – Health, Interior, Justice, and Defence – demonstrates his versatility, administrative competence, and ability to manage complex portfolios. His leadership during sensitive times, including overseeing the Justice Ministry during high-profile legal battles and the Defence Ministry in times of regional insecurity, highlights his capacity to navigate challenging situations with calmness and resolve.

His ability to manage diverse portfolios reflects qualities of diplomacy, negotiation, and conflict resolution – essential skills for a Speaker who must mediate between opposing parties and guide Parliament through contentious debates.

  • Commitment to National Unity and Democratic Principles

Dr. Kunbuor’s reputation as a principled leader, known for prioritising national interest over partisanship, makes him a unifying figure. In an era where parliamentary politics in Ghana has become highly polarised, his leadership style can help bridge divides and ensure that Parliament functions as a bastion of democratic governance, rather than a theater for party rivalry.

His commitment to human rights and decentralisation reflects a broader vision for inclusive governance, making him an advocate for marginalised voices. As Speaker, I believe he would ensure that Parliament remains responsive to the needs of all Ghanaians, fostering greater trust in democratic institutions.

  • International Recognition and Scholarly Credentials

Dr. Kunbuor’s academic pedigree, including his PhD in Law and Development from the University of Warwick, and his recognition as a Chevening Scholar, provide him with international credibility. His global exposure enhances his ability to represent Ghana’s Parliament on the international stage, strengthening parliamentary diplomacy and fostering partnerships with legislative bodies worldwide.

His scholarly contributions reflect a rare blend of academic rigour and practical governance experience, positioning him as a thought leader capable of guiding Parliament through legislative innovation and institutional reform.

Conclusion

Dr. Appointing him as Speaker would signal a commitment to professionalism, national unity, and the advancement of Ghana’s legislative journey since the beginning of the 4th Republic.
