Mr. Emmanuel Kofi-Buah, Minister-designate for Lands and Natural Resources, has assured the Vetting Committee that if approved, he will implement measures to address the activities of land guards.
He promised to enforce the existing laws addressing these issues.
According to him, the Land Act, 2020, Act 1036, contains provisions for handling land guard activities and double sales.
Appearing before the Committee on Monday, January 27, 2025, he revealed that the law has made strict provisions aimed at addressing these issues, and as Minister, he will make sure we strictly enforce this Act.
The Parliament of Ghana on 23 December 2020 passed into law a new Land Act, 2020 (Act 1036).
The law was passed to revise, harmonise, and consolidate the laws on land to ensure sustainable land administration and management, effective and efficient land tenure, and to provide for related matters. Restrictions on the creation of freehold interest.
The law criminalised the activities of land guards with acts such as unlawful supervision or control of land developments, use of physical violence to prevent a person with a valid interest in land from gaining access to their land or from developing their land, and extortion of money from lawful landowners is expressly prohibited.
According to the law, perpetrators of such conduct will be liable on summary conviction to a term of imprisonment between five and fifteen years.
The nominee responding to the question said, ‘’I think the Land Act, 2020, Act (1036) has already made strict provisions in addressing this issue. As Minister, what I will make sure we do is make sure we strictly enforce this Act’’.
