Ghost Names Scandal: Charges to be filed against cited persons next week – AG

Former directors of the National Service Authority (NSA) implicated in the recent ghost names scandal will be formally charged in the first week of May 2025, Attorney General Dominic Ayine has revealed.

According to him, investigations into the matter have progressed well, and those involved in any wrongdoing would be prosecuted.

Speaking to journalists in Accra on Wednesday, April 30, Dr Ayine said, “The investigations into the National Service ghost names scandal have progressed well. And we will be filing charges against some of the persons involved from the first week in May, I mean, in a few days’ time.”

President John Dramani recently issued a directive for an investigation to be conducted into the discovery of 81,885 suspected ghost names on the NSA payroll.

After the new government took over office, a nationwide headcount of active national service personnel was conducted, following which the anomaly was detected.

The audit formed part of efforts to reconcile and clear outstanding service allowance arrears dating back to August 2024.

The former Executive Director of the NSA, Osei Assibey Antwi, was interrogated by the National Investigations Bureau (NIB).

He was interrogated over his alleged involvement in the payroll fraud.

Providing the update on the matter, the minister said investigations into the scandal have been successful and those involved he prosecuted.

Meanwhile, he has also announced that the government will soon file charges in other high-profile cases, including the Sky Train project, the National Cathedral, procurement of mathematical sets, and the Senior High School WiFi initiative.

He said dockets are currently being prepared for prosecution in these matters.
