Executive Director of the Institute for Liberty and Policy Innovation (ILAPI), Peter Bismark Kwofie, has opined that the ruling National Democratic Congress (NDC) and opposition New Patriotic Party (NPP) are not in power for the prosperity of Ghanaians but for their own selfish interests and that of their cronies.
He penned an opinion stating these parties come into office strategically to syphon state resources at the expense of the Ghanaian people they claim to serve.
The policy analyst asserted that the two parties, when in power, appoint ‘’fearless bureaucrats’’ who can escape justice when abusing power, breach the code of conduct and steal from our resources.
He lamented that there are those who can best be described as shadow governments or financiers of the two parties who recommend appointments when any of the parties assume office and are awarded contracts so they can recoup the resources they used in sponsoring the political parties.
‘’Then the shadow governments. These are the financiers of the political parties. The weight of your financial contributions determines your influence. They recommend appointees who could make them win contracts to recoup their investments. Often, they can make and unmake a government. These shadow governments are usually the deciders of who gets what. Fractions of Money siphoned from state coffers go to them. Some of these shadow governments can be seen and others would never be heard of. Fear them!’’

The two political parties are not in for our prosperity but theirs and cronies. Appointment of ministers and CEOs of state enterprises are done strategically to siphon money.
1. They appoint fearless bureaucrats who can stand against the laws, code of conducts and principles to steal. Ever noticed how all appointees become rich? Successive presidents appoint competent individuals to form the cartels to divert funds, inflate project cost and demand 10% of contract sums. Your skills of making money for the party, yourself, and God-fathers must be unique, extra O and calculated.
2. There are the other powerful appointees which is made of the Board Members of the various State Enterprises and money making agencies. The Chair of the Board is often a respected individual in society with countless achievements. The members of the Board are equally professionals and have great influence. In the eyes of the people are the Board members and chair. Conversely, they are the drivers of corruption and rot. I describe them as the interventionists; the corruption enablers. If they do not cause the problems then they are the problems themselves. These untouchable appointees talk less but cause more harm to governance and economic structures. Watch them closely!
3. Then the shadow governments. Fear them!
When an appointee becomes rich, he/she is not alone, everyone in the chain of command must benefit.
Our problems are the appointees but not always. May be not always.
