The Greater Accra Regional Minister, Ms Linda Obenewaa Akweley Ocloo, has asked Metropolitan, Municipal and District Assemblies (MMDAs) to adhere to the District Assemblies’ Common Fund (DACF) Guidelines to ensure development in the region.
She made the call at the Annual Council Meeting in Accra, on June 12, 2025.
The minister underscored the importance of adhering to cabinet-approved guidelines for the use of the DACF.
Finance Minister Dr Cassiel Ato Forson in the first week of June announced that the government had disbursed GH¢987.96 million to the District Assemblies Common Fund (DACF) as the first quarter allocation for 2025.
Addressing parliament, the minister disclosed that cabinet had approved detailed expenditure categories to guide how the disbursed funds were spent.
According to him, 25 per cent of the total amount was earmarked for the design and construction of a model market in each district, while health infrastructure would receive 10 per cent of the funds, with a minimum of two health compounds to be constructed in rural assemblies.
Another 10 per cent had been set aside for educational infrastructure, specifically the construction of a kindergarten block, a primary school block and a junior high school block in each district.
Additionally, 10 per cent was allocated to provide potable water, including at least 10 boreholes in rural assemblies, while 20 per cent of the amount was to be used to complete abandoned and uncompleted legacy projects.
Commenting on this, the regional minister stated that first-quarter allocations were ready and would be released upon submission of the 2025 budget and work plans by MMDAs.
Madam Ocloo urged the members to ensure prudent use of the resources, stressing that the RCC would monitor fund usage closely to support the government’s reset agenda.
“I wish to urge all of you to ensure you stick to the guidelines approved by cabinet for the utilisation of the DACF. “Remember, the reset agenda can be achieved when we follow these guidelines,” she said.
“Records from this office indicate that, as of the end of the 1st quarter of 2025, all MMDAs in the region had mobilised over GH¢ 80 million, which represents 23 per cent of the total budget for the year 2025. Leading this achievement is Kpone Katamanso Municipal Assembly with 8.4 million, which represents 38.5 per cent of its total budget, while Ayawaso North trails with GH¢316,643.66, which represents 19.8 per cent of its budget,” she added.
