SSNIT pushes digital platforms to achieve 90% social security compliance

The Social Security and National Insurance Trust (SSNIT) held the 2025 edition of its annual Employers’ Breakfast, urging employers to embrace its digital platforms to significantly boost social security compliance.

Director-General of SSNIT, Mr Kwesi Afreh Biney, stated that achieving income security for the Ghanaian worker requires a collaborative effort between SSNIT, employers, and other stakeholders.

Speaking at the ceremony held on July 16, 2025, he reiterated SSNIT’s mission: to provide income security for Ghanaian workers in a way that gives them confidence and brings out the best in them.

He emphasised that SSNIT is able to pay pensions to over 257,000 beneficiaries thanks to contributions from employers.

He argued that SSNIT remains the only scheme that offers the best pension payments based on global standards.

Mr Afreh Biney underscored the need for stakeholders to consider how the basic pay of employees could be structured to ensure they receive a good pension.

He stated that the world has evolved, and technology is enabling institutions to deliver services more conveniently through digital platforms, especially for stakeholders like employers.

The Director-General highlighted that the innovations deployed by SSNIT are key to ensuring timely and accurate payments, which in turn strengthens the financial health of the scheme and ultimately improves benefits for workers.

He also assured employers that by September, SSNIT will fully launch its virtual branch with the aim of providing 24-hour service, adding that SSNIT’s commitment is to make compliance simple and smooth for every stakeholder.

He expressed their expectation of achieving a 90 per cent compliance rate after this engagement.

“We want employers to be assured that we are here to serve them conveniently. This engagement was designed to highlight the benefits of our digital platforms. It is our expectation that we will achieve 90 per cent compliance. Achieving this will strengthen the financial health of the scheme and ultimately improve benefits for workers.

As we engage with employers and other stakeholders, we are building a bond to strengthen the compliance rate and protect Ghanaian employees so they can retire with dignity. We will continue to interact with employers to ensure they comply with the regulations. However, those who fail to comply will face the law. We will be forced to use appropriate means to make employers comply with the regulations. That is very important for protecting employees. We are improving our services, and we encourage employees to take advantage of the new systems to track whether their employers are paying their contributions.”

Operations and Compliance Challenges

On his part, SSNIT’s General Manager in Charge of Operations highlighted the upgraded website, enhanced USSD service, and a new mobile app as key tools for streamlining contribution reports, payment tracking, and overall adherence to regulations.

He noted that while the number of active establishments has grown, compliance by the 14th of the month, as legally required, remains a challenge.

“This is a challenge we have, and we want you, employers, to help us address it. Make sure you pay, but pay on time,” he appealed.

SSNIT aims to enhance efficiency in contribution collection, stressing the ease and speed the new digital tools offer. Employers are advised to make payments on or before the 14th day of the following month to avoid defaults.

While app downloads are encouraging, Mr Kofi Senya urged employers to actively use these platforms, emphasising the importance of regular feedback to help SSNIT continuously improve its services nationwide.

Employer Association’s Perspective

A representative from the Ghana Employers Association, Mr Alex Frimpong, welcomed SSNIT’s adoption of technology, stating that times are changing and it’s important for institutions to adopt new trends in delivering their services.

He found SSNIT’s digital innovations quite impressive and urged employers to take advantage of them.

He advised employers to register their employees and comply with regulations by paying contributions on time to avoid defaulting.

Mr Frimpong stressed that the financial health of the scheme hinges on employer compliance, as this will ultimately improve benefits for workers who will retire with dignity.

He stressed that employers shouldn’t wait for SSNIT to “crack the whip” but should comply with the regulations.
