The Ministry of Labour, Jobs and Employment’s Special Task Force on Occupational Health and Safety (OHS) has presented a new digital compliance and inspection application to the Minister, Hon. Dr Abdul-Rashid Hassan Pelpuo, as part of efforts to digitise workplace monitoring, strengthen safety enforcement, and improve revenue collection.

The presentation at the Ministry showcased the progress of the pilot phase of the digital platform, which seeks to modernise how the Ministry tracks and enforces compliance with occupational safety regulations across factories, offices and shops.

Unveiling the app to participants at the meeting, Engr Thomas Kwadwo Boakye, Deputy Head of Operations of the Special Taskforce, said the mobile-based system allows field inspectors to register, monitor, and verify company certifications such as fire, environmental, and health permits in real time. He further explained that the app could function both online and offline, enabling data collection in remote areas, with information later synchronised to a central database for analysis and verification by relevant agencies.

The National Coordinator for the Special Taskforce, Dr Daniel Ayikwei Fosha, recommended the institutionalisation of the digital compliance system to strengthen enforcement under the Factories, Offices and Shops Act, Labour Act, and Public Financial Management Act. They also proposed a forensic audit of past revenue operations to address inefficiencies and promote accountability.

The Sector Minister, Hon. Dr Hassan Pelpuo, commended the task force for the innovation and professionalism demonstrated in developing the platform. He said the Ministry remained committed to supporting initiatives that promote workplace safety, create employment, and increase transparency.

“I am proud of the commitment and discipline you have shown,” the minister said. “Our shared goal is to create safe and decent workplaces, ensure compliance with national laws, and strengthen our ability to generate sustainable revenue for national development.”

Dr Pelpuo also charged the task force to ensure that unemployed youth are recruited and trained to support inspection operations, aligning with the Ministry’s broader goal of expanding decent work opportunities. He further emphasised that workplace safety must not be compromised, citing cases of uncertified products, unsafe electrical installations, and unregulated labour practices as issues requiring urgent action.

“This project shows the future of labour administration in Ghana,” Dr Pelpuo stated. “We must harness technology to make inspections transparent, fair, and effective while protecting Ghanaian workers and consumers alike.”

The task force estimates that full implementation of the digital system could generate up to ₵23 million annually, positioning the Ministry as one of the country’s most data-driven and self-sustaining public institutions.
