Attorney General and Minister of Justice Dr. Domnic Ayine has revealed that JA Plant Pool, the company contracted with the importation of the District Road Improvement Project (DRIP), was overpaid by $2 million.
He disclosed this while addressing the media at the Government Accountability Series on Wednesday, October 22, 2025.
Dr. Ayine also revealed that the company evaded taxes by Ghc38.7 million.
He said express instructions have been given to the Ghana Revenue Authority (GRA) to pursue the tax evasion matter.
He explained that the DRIP invoices were over-invoiced by 100 to 300 percent; for example, for a machine which cost $40,000, the government paid $88,000, representing payments over 110 percent.
In his update, the Minister stated that Ghanaians would have to exercise patience over these matters since he does not want to go to court and have these cases thrown out.
‘’In the case of JA Plant Pool, they were overpaid by $2 million. The contract sum was $176 million. On the face of the contract that is the sum that was stated. When we examined the invoices, it was $178 million so right away there was a difference of $2 million and we’ve asked that that $2 million be paid back by JA Plant Pool.’’
On the evasion of taxes, he said 190 machines imported by the company were added to their imports under the guise of tax exemptions, making them evade taxes by Ghc38.7 million.
He admitted that the figure may be more if the GRA conducts its probe into the tax evasion matter.
