The Minister of Health, Kwabena Mintah Akandoh, has disclosed that irregularities detected in the Lightwave Health Information Management System contract signed by the previous administration have been referred to the Attorney General for counsel and additional action.
He stated this when he took his turn at the Government Accountability Series on Wednesday, October 29, 2025.
According to investigations conducted into the contract, there were several contract breaches and irregularities.
He alleged that the contractor delivered only 450 facilities out of the 950 facilities the
company was tasked to do.
This he said was less than half of the planned health facility connections but still received more than 77 million dollars, representing over 70% of the total contract sum.
He further announced that the government has procured a new platform — the Ghana Healthcare Information Management System (GHIMS) — to replace the malfunctioning system and ensure continuity in healthcare delivery across the country.
He said the Lightwave contract was never brought before Parliament.
“Since we began this journey, all stakeholders have been on board. From the CEO’s of the teaching hospitals, the medical superintendent, EOCO, the Attorney Generla, Minister for Communication, everybody has been on board. So the issue of legality and security issues has been referred to the Attorney General for advice and appropriate action.”
“It was never a contract considered by Parliament,” he said.
Meanwhile, the Minister has also announced a four-week plan to resolve the ongoing breakdown in the country’s electronic healthcare management system.
He assured that various health facilities will be gradually migrated onto the new system within the next four weeks.
“The plan going forward is that in the next one week, we are going to begin with the teaching hospitals, the regional hospitals, and the highly populated district hospitals — to roll them over onto the system.
“In the second week, we’ll be looking at the rest of the district hospitals. And then in the third week, we’ll be looking at the clinics, the health centers, and the CHPS compounds.
“So, I am confidently announcing to the good people of this country that we have a four-week plan that will get us out of this mess,” Mr. Akandoh stated.
