Acting Minister for Environment lays in Parliament Instrument to revoke L.I 2462

The Acting Minister for Environment, Science, Technology, and Innovation, Emmanuel Kofi-Armah Buah, has laid before Parliament an instrument to revoke LI2462, which grants President Mahama the authority to issue mining licences in forest reserves.

This was disclosed to the press during a media engagement at Parliament House today, Friday, October 31, 2025.

Speaking to the media, the Minister of Lands and Natural Resources and Acting Environment Minister, Emmanuel Kofi-Armah Buah, stressed that President Mahama’s administration is committed to listening and protecting Ghana’s forest reserves and land.

L.I. 2462, or the Environmental Protection (Mining in Forest Reserves) Regulation 2022, was a regulation in Ghana that permitted the granting of mining licenses within forest reserves.

The Acting Minister, who is the substantive Minister of Lands and Natural Resources, admonished Ghanaians to have confidence in the NDC administration led by President John Dramani Mahama.

If approved by Parliament, the instrument will strip the presidency of unilateral powers to issue mining permits in protected forest areas.
