Parliament has approved the Ghana Scholarship Authority Bill, which paves the way for the establishment of the Ghana Scholarship Authority.
Minister for Education, Haruna Iddrisu, moved for the bill to be taken through its third reading on Thursday, November 13, 2025, after which the House unanimously endorsed it through a popular vote.
“Honourable Members, the Ghana Scholarship Authority Bill 2025 is duly read for the third time and passed,” Speaker of Parliament Alban Bagbin declared.
The bill seeks to improve transparency, strengthen oversight, and streamline the administration of scholarships across the country.
The bill was earlier suspended after the Citizens’ Coalition—a group of civil society organisations and prominent individuals—had raised concerns over some portions of the bill and called for wider consultation.
The coalition argued that reforms of such national importance could not be rushed under a certificate of urgency without broader engagement.
The Minister had also explained that the Presidency had advised a pause to allow for more stakeholder input.
