The Member of Parliament for Ablekuma North, Hon. Ewurabena Aubynn, has commended the government’s initiative to provide free tertiary education for persons with disabilities, launched on October 25, 2025.
Speaking in Parliament on the International Day of Persons with Disabilities, Hon. Aubynn emphasised that the policy is a constitutional right, rooted in Article 25 of the Constitution and the Persons with Disability Act 2006, Act 715.
Highlighting statistics from the 2021 Population and Housing Census, Hon. Aubynn noted that 2.1 million Ghanaians, representing 8% of the population, live with disabilities, with higher prevalence among females and in rural communities.
To advance disability inclusion, Hon. Aubynn proposed sustainable financing for the Students Loan Trust Fund and GET Fund and strict enforcement of the Ghana Building Code GS 1207:2018.
Also, she called for the provision of assistive technologies, such as sign language interpreters and Braille materials. Mobility and welfare support, including transport stipends, Improved data and monitoring system
She also called for public sensitisation to reduce stigma and employment pathways through internships and fair recruitment.
Hon. Aubynn emphasised that the success of the free tertiary education initiative depends on accessibility and called for full enforcement of accessibility standards and sustained policy reforms.
