A policy think tank, IMANI Africa, has submitted a Right to Information (RTI) request to the Ministry of Communications, Digital Technology, and Innovations, seeking comprehensive disclosure regarding the government’s proposed nationwide SIM registration exercise, scheduled to commence in early 2026.
IMANI filed the request on Monday, December 8, 2025. The think tank is seeking details on the legal framework, technical design, procurement processes, and data protection safeguards for the exercise.
Specifically, IMANI is requesting information on the legal instruments authorizing the new SIM registration exercise, the technical and biometric verification architecture to be deployed, procurement records and vendor selection processes, as well as institutional oversight arrangements.
Furthermore, IMANI is inquiring about the measures the Ministry has implemented for data protection and privacy safeguards for Ghanaian citizens whose information will be captured.
IMANI cited Article 21(1)(f) of the 1992 Constitution and the Right to Information Act, 2019 (Act 989), which guarantees the public’s right to access information held by public institutions.
