The Office of the Special Prosecutor (OSP) revealed in its 2025 Half-Yearly Report that it has confiscated and is currently managing numerous high-value assets, including properties, fuel stations, cash, vehicles, and apartments linked to the ongoing criminal case against Dr Mustapha Abdul-Hamid, former Chief Executive Officer of the National Petroleum Authority (NPA), and nine other accused individuals.
The report, signed and issued by Special Prosecutor Kissi Agyebeng, stated that the seized assets form part of the exhibits in the case The Republic v. Mustapha Abdul-Hamid & Nine Others (CR/0603/2025), pending before the Criminal High Court in Accra.
Among the properties under OSP management are four fuel stations located in Accra, specifically at Opeikuma, Dansoman, Abeka Lapaz, and Millennium City, in addition to a cash seizure of GH¢951,995.56. According to the report, the OSP has also assumed control of several land parcels nationwide, including a Tamale land valued at GH¢9.93 million, a Haatso land valued at GH¢2.737 million, a Danyame land in Kumasi valued at GH¢4.766 million, and an Adenta land yet to be valued.
Furthermore, the OSP is managing multiple high-end residential properties in prime Accra locations, including a two-storey residential building at East Legon valued at GH¢12.7 million and apartments in Airport Residential Area, Boundary Road, Roman Ridge, and Adjiringanor, with individual valuations amounting to several million cedis.
The seized assets also comprise six-unit residential blocks at Agbogba valued at GH¢10 million, 23 fuel tanker trucks, and several uncompleted apartment developments in Airport City and Roman Ridge.
In a separate development, the OSP disclosed that it has seized and is managing luxury vehicles valued at GH¢18.6 million in connection with its investigation into the Minerals Income Investment Fund (MIIF), including a Rolls-Royce Mansory Phantom, Mercedes-Benz Maybach S680, Mercedes-Benz Brabus 800, Toyota Land Cruiser LC300, Lexus LX600, and two Fiat bullion vans.
This comes after criminal charges were filed against Dr Abdul-Hamid and nine others, including former and current officials of the NPA and three private companies, over an alleged conspiracy to extort more than GH¢291 million from players in the petroleum sector.
The accused persons are alleged to have illegally obtained GH¢291,574,087.19 and US$332,407.47 from bulk oil transporters and oil marketing companies, despite knowing they had no lawful authority to do so.
The OSP places the period of these illegal activities between December 2022 and December 2024.
Those standing trial are Jacob Kwamina Amuah, former coordinator of the Unified Petroleum Pricing Fund (UPPF); Wendy Newman, an NPA audit staffer; Albert Ankrah, Isaac Mensah, Bright Bediako-Mensah, and Kwaku Aboagye Acquaah.
The companies cited in the case are Propnest Limited, KEL Logistics Limited, and Kings Energy Limited.
