Parliament has concluded the second reading of the Security and Intelligence Agencies Bill, 2025, following a robust floor debate.
Presenting the report from the Select Committee on Security and Intelligence, the Committee Chairperson, Hon. Zanetor Agyeman-Rawlings, noted that the Bill establishes a framework for the National Security Council to operate through newly formed Regional and District Security Councils.
She explained that the legislation clearly defines the state agencies responsible for coordinating and implementing government policies regarding Ghana’s internal and external security.
Supporting the Bill, the Minister for the Interior, Hon. Muntaka Mohammed Mubarak, indicated that the proposed law seeks to repeal the Security and Intelligence Agencies Act, 2020 (Act 1030).
This move aims to realign the national security architecture with current government policy requirements.
The Bill faced some opposition from the Minority Caucus. Led by Minority Leader Hon. Alexander Kwamena Afenyo-Markin, members raised concerns regarding the Bill’s core principles and specific clauses.
Despite these objections, the House ultimately voted in favor of the Bill, successfully passing it through its second reading.
