The Public Procurement Authority has announced to all Procurement Entities that the revised approval thresholds under L.I. 2516 are now effective immediately.
The move follows the passage of a new legislative instrument, the Public Procurement (Thresholds for Approving Authorities and Procurement Methods) Regulations, 2025 (L.I. 2516), by the Parliament of Ghana.
This regulation amends the Second, Third, and Fifth Schedules of the Public Procurement Act, 2003 (Act 663).
The revision is expected to streamline government purchasing processes by adjusting the spending limits that determine which procurement methods and approving authorities are required for specific contracts.
In a statement issued by the PPA Board, all procurement entities—including ministries, departments, and agencies (MDAs)—have been directed to adopt these new figures immediately.
Immediate Implementation
The PPA has clarified that these revised thresholds must now be integrated into the preparation of all current and future procurement plans.
According to the statement, the update is critical for heads of entities and tender committees to ensure legal compliance in the execution of procurement activities for the 2025/2026 fiscal year.
“Procurement Entities should be guided by the revised thresholds in the preparation of Procurement Plans and the execution of procurement activities,” the Board noted, emphasising that the L.I. carries immediate legal weight.
The PPA Board expressed appreciation to the Ministry of Finance, the Attorney-General’s Department, and Parliament for their roles in passing the legislation.
It argued that the move will ensure efficiency and transparency of the nation’s public procurement system amidst changing economic conditions.
