The National Labour Commission (NLC) has declared the forthcoming nationwide strike action announced by the Civil and Local Government Staff Association of Ghana (CLOGSAG) unlawful.
CLOGSAG had previously indicated its intention to commence a nationwide strike on Monday, March 9, 2026, in response to unresolved salary structure issues and conditions of service for civil and local government staff, directing its members to stay at home until further notice.
The association expressed disappointment over repeated delays by government agencies in implementing a new salary structure, which was promised to take effect on January 1, 2025. Notably, the negotiation process dates back to 2019, with two memoranda of understanding signed but yet to be implemented.
However, in a statement issued on Thursday, March 5, 2026, the NLC stated that CLOGSAG’s strike declaration contravenes the Labour Act, 2003 (Act 651), which mandates a seven-day notice period to the opposing party and the Commission prior to taking action.
The Commission noted that CLOGSAG’s failure to comply with these requirements renders the strike illegal. Consequently, the NLC has summoned representatives of CLOGSAG and relevant authorities to appear before the commission on Wednesday, March 11, 2026, at 2:00 pm.
The Commission reaffirmed its commitment to upholding a peaceful and harmonious industrial relations environment.
