President Mahama orders probe into sole-sourced contracts

The President, John Dramani Mahama, has instructed his office to procure the complete report from Fourth Estate regarding the Big Push road projects.

This decision follows a report by Fourth Estate, which expressed concerns over procurement practices under the program, including extensive use of sole sourcing and potential cost inflation.

According to the report, the Minister for Roads and Highways, Kwame Governs Agbodza, oversaw the award of 81 sole-sourced contracts valued at over GH¢73 billion within seven months.

He made the request during an engagement with Civil Society Organizations (CSOs), on Monday, March 29, 2026.

He also directed the Ministry of Roads and Highways to provide a detailed response on the matter to inform his actions.

“While sole sourcing is legal in certain circumstances under our current procurement law, we all agree that open, transparent tenders are always preferable for achieving competitive pricing and value for money.

“Although we have received snippets of the investigation on the media, I have instructed my office to obtain the full detailed report from the Fourth Estate and to conduct the study of the various allegations presented in the report.

“We are also requesting the Minister for Roads and Highways to present a detailed response to those allegations made there in, in order to inform government’s action,” he said.
