The Minority Caucus in Parliament has strongly condemned remarks attributed to Greater Accra Regional Minister Hon. Linda Ocloo suggesting that public servants could be transferred “to the North” as a form of punishment, describing it as reckless and unprofessional.
In an official press statement issued on May 6 and signed by Hon. Frank Asiedu Bekoe, Deputy Ranking Member on Employment, Labour Relations and Pensions and Member of Parliament for Suhum Constituency, the minority said the comment undermines Ghana’s unity and the dignity of public office.
The caucus stressed that no part of Ghana should be treated as a punitive destination.
“Let it be stated plainly: no part of the country is a disciplinary outpost. No region is a symbol of exile. Ghana is one sovereign whole, equal in dignity, equal in worth, and equal in promise,” the statement read.
It added that such rhetoric “stigmatises communities, weakens national unity, and goes against the very idea of unity that holds a country together.”
The minority emphasised that leadership carries a solemn duty to unify and uphold national dignity and that public office must unite the nation, not rank its regions.
“Leadership is tested not in comfort, but in clarity. The duty of public office is to unite the nation, not to rank its regions. The shared identity of Ghana is its strength, and we must never compromise it with words or actions that suggest otherwise,” the statement said.
On public service discipline, the Caucus noted that transfers must be based on operational need and fairness, not as sanctions outside established procedures. It called for allegations of misconduct to be handled through transparent, rules-based processes with due process and proportionate sanctions.
The minority concluded by firmly rejecting the regional minister’s remarks.
“Let’s condemn the unguarded rhetoric and unprofessional action of the regional minister in no uncertain terms,” it stated.
The caucus also urged the government to ensure transparent transfer guidelines and deliberate investment in infrastructure and career growth across all regions to reinforce fairness and national unity.
