“If you’ve released such amounts, why have we not purchased the 600 tractors we promised?” – MoFA to Finance Ministry

The Media Relations Officer for the Ministry of Food and Agriculture (MoFA), Samuel Huntor, has refuted claims that the ministry has received GH¢1.67 million, representing 85% of its 2026 budget.

He explained that as of Friday, 29 May 2026, MoFA had received total releases amounting to GH¢244,321,150.00, representing only 12.4% of its total approved budget of GH¢1,970,686,606.00.

Speaking on Frontline on Rainbow Radio 87.5FM, he noted that with respect to goods and services, an amount of GH¢35,387,967.00 was approved for the operations of the ministry’s headquarters and its agencies.

However, only GH¢5,308,195.00, representing 15% of the approved allocation, had been released by the end of May 2026.

According to him, the National Food Buffer Stock Company, which was allocated GH¢200,000,000.00 in the 2026 budget to support grain purchases and strategic food reserves, had not received any releases by the end of May 2026.

He told host Kwabena Agyapong that on the Capital Expenditure (CAPEX) side, no releases had been made for the construction of the 50 Farmers’ Service Centres, despite an approved budget allocation of GH¢690,000,000.00.

He challenged anyone claiming such payments have been made to provide concrete evidence from the Controller and Accountant General’s Department as proof.

“If the Finance Minister claims such payments have been made, they should provide the evidence.”

He said that as captured in the 2025 budget statement, the government was supposed to construct 50 Farmers’ Service Centres whilst purchasing 600 tractors for them.

“However, as we speak, not a single tractor has been purchased. We could not even construct a single Farmers’ Service Centre because the funds were not available. It is only this year that the President cut the sod at Afram Plains for construction to begin on the first service centre.

Regarding the tractors I mentioned, the Minister is currently in Belarus to check on them. The manufacturers have demanded an 80% down payment before they will allow the tractors to be shipped to Ghana. This is the second time he has had to go to Belarus for this. If indeed the releases have been made, why are the tractors not here? So, nobody should peddle falsehoods when releases have not been made.”
