Ghana has reaffirmed its commitment to self-reliant conflict resolution across Africa, with President John Dramani Mahama advocating an accelerated transition to African-owned peace support operations to end long-standing donor dependence.
Addressing the 21st Extraordinary Session of the Assembly of Heads of State and Government of the African Union (AU) in Luanda, Angola, President Mahama formally endorsed the Luanda Action Plan and the African Union Trigger Model, signaling a firm push toward sustainable regional security framework.
Underscoring the critical need for financial independence in managing continent-wide stability, President Mahama emphasized that effective execution remains vital.
“Ghana attaches particular importance to sustainable, predictable, and African-owned financing of our peace and security agenda. Our task must ensure effective implementation, better coordination, and shared responsibility,” he stated.
During the address, President Mahama commended the UN Security Council framework (UNSC Resolution 2719), which authorises UN-assessed contributions for AU-led peace operations. He further welcomed the progress recorded toward achieving the $1 billion target for the AU Peace Fund, driven by the 0.2% import levy alongside strategic private sector partnerships.
Turning to global equity and historical accountability, the President briefed the Assembly on the outcomes of the Next Steps Reparations Conference recently hosted in Accra. The conference established a high-level Advisory Council on Reparatory Justice alongside an expert panel dedicated to artefact restitution.
President Mahama urged global partners to sustain the momentum on returning cultural treasures and resolving historical injustices.
“Many countries have started to address the issue of reparations and are returning looted artefacts… We encourage continued international engagement ahead of the 81st UN General Assembly session,” he noted.
The endorsement of the Luanda Action Plan reinforces Ghana’s diplomatic stance on steering Africa toward autonomous conflict management while actively championing global reparatory justice.
