Dr Okoe-Boye summoned over GH¢20m payment for an unexecuted hospital project

The Public Accounts Committee (PAC) of Parliament has summoned Dr Bernard Okoe-Boye, former Minister of Health, to appear before it over the payment of GH¢20 million in mobilisation funds for an unexecuted Parliamentary Service Hospital project.

The summons, issued by Samuel Atta Mills, ranking member of the committee, is dated Wednesday, April 1, 2026.

Additionally, the committee has called on the former administrator of the District Assemblies Common Fund (DACF) and the accountant involved in the transaction to provide explanations.

This development follows the Auditor-General’s findings that the amount was paid without any physical work being done on the project, with the payment made on December 31, 2024, during the tenure of former President Nana Addo Dankwa Akufo-Addo.

According to the Auditor-General’s report, Dr Okoe-Boye signed the contract for the hospital project during his tenure as health minister.

Michael Yamson, the current DACF Administrator, attributed the delay in execution to a change in the project’s location from the parliamentary precincts to the premises of National Security, but the explanation did not satisfy committee members, with Mr Atta Mills insisting on further accountability.

“Hon. Okoe-Boye will also have to appear and let us know. The company that took the money should also appear. Because GH¢20 million—what time are they going to build the hospital?” he questioned.
