Oppong Nkrumah slams 24-hour economy over ‘zero’ 1-3-3 shift implementation

The Member of Parliament for Ofoase Ayirebi, Hon. Kojo Oppong Nkrumah, has strongly criticised the government’s flagship 24-Hour Economy policy.

He revealed that despite almost two years in office and a whopping GH¢650 billion appropriation, not a single state agency has implemented the proposed “1-3-3” shift system.

Contributing to a parliamentary debate on the Committee on Economy and Development Report concerning the policy, the lawmaker argued that this lack of progress is clear evidence that the initiative has failed to deliver on its promises.

‘A Programme Failing to Deliver’
Mr Oppong Nkrumah pointed out that the current administration has had ample resources but nothing to show for it in terms of actual public sector implementation.

“This government is almost two years in office. And in these two years they have appropriated about six hundred and fifty billion Ghana cedis. That’s what this house has appropriated for government to work with,” the MP stated.

He further lamented the gap between the policy’s initial hype and its reality on the ground.

“Almost two years on you cannot find one government agency that is applying one three. For all the stories that we were told, for all the analogies that were given… at the end of the day it is not delivering on what it was promised.”

The Ofoase Ayirebi legislator observed that, according to recent policy documents, the government has quietly shifted its focus.

Rather than direct state implementation, the strategy has now pivoted towards establishing a “24-Hour Economy Market” alongside a package of incentives aimed at coaxing the private sector into adopting the 1-3-3 shift system.
