Foreign Affairs Ministry clamps down on illegal attestation middlemen following investigation

The Ministry of Foreign Affairs has reiterated its zero-tolerance policy against third-party facilitators and unscrupulous middlemen involved in the issuance of attestation documents, following an undercover investigation by The Fourth Estate.

In an official statement issued on Thursday, 3rd September 2026, the Ministry commended the investigative news outlet for its work, noting that the report contributes to “enhancing good governance, public accountability and operational efficiency.”

Addressing the allegations raised in the report published on 2nd September 2026, the Ministry condemned individuals who exploit vulnerable citizens without any legitimate authorization or affiliation with state bodies.

“The Ministry’s Management condemns the reported practice of unscrupulous middlemen without any official link to the Ministry whatsoever, who take advantage of vulnerable citizens,” the statement noted.

In response to the specific findings, the Ministry clarified that an individual implicated in the undercover report—who is not an employee of the Ministry—has already faced disciplinary action from his employer and has been referred to law enforcement authorities.

“The gentleman implicated in the matter, who is not a staff member of this Ministry, has been accordingly sanctioned by his respective institution and reported to law enforcement for further investigation and prosecution,” the Ministry stated, adding that the individual has been banned from entering the Ministry’s premises.

The Ministry emphasized that inter-institutional measures have been in motion to strengthen transparency across the attestation process, which involves multiple government branches. Digital systems and cashless payment mechanisms are currently being implemented to minimize manual intervention and eliminate fraudulent practices.

“We are confident that these reforms will produce desirable outcomes similar to what we have achieved with Passport Administration in Ghana,” the statement added.

Members of the public were reminded that the official, parliamentary-approved fee for document attestation remains GHS200, payable directly to officials of the Controller and Accountant-General’s Department who issue official receipts. Engaging the services of middlemen remains strictly illegal.
