NCA names MTN Ghana, Telecel, and Goal Telecom as qualified 5G spectrum bidders

The National Communications Authority (NCA) has published the list of qualified applicants for its 5G spectrum licensing process, advancing three telecommunications firms to the next phase of the selection framework.

Following the completion of the qualification stage for spectrum licences in the 700 MHz, 2.3 GHz, and 3 GHz bands, the industry regulator confirmed that Scancom Plc (MTN Ghana), Ghana Telecommunications Company Limited (Telecel Ghana), and Goal Telecommunications Ltd successfully met the criteria under the initial review.

Four applications were received ahead of the submission deadline on August 27, 2026. However, only three applicants satisfied the requirements set out during the preliminary evaluation phase. Infrava Ltd was designated as the sole non-qualified applicant.

The assessment process evaluated technical capabilities and regulatory compliance to ensure that participating entities meet the required operational standards for deployment.

“The assessment comprised the Eligibility Review and Technical Qualification Assessment under Envelope A,” the NCA stated in an official release, adding that the publication aligns with Section 3.3.2(4) of the Request for Applications framework.

The regulator noted that all participating entities have been notified of the decisions regarding their applications, with formal reasons provided where applicable.

The three successful applicants will now move forward to the third stage of the licensing evaluation, while the commercial submissions of unsuccessful applicants remain unreviewed.

“Only the Qualified Applicants will proceed to Stage 3 of the selection process. Accordingly, the Envelope B submitted by the Non-qualified Applicant will not be opened,” the Authority clarified.

The NCA indicated that dates, times, and venues for the opening and ranking of the Best Price Offers will be communicated directly to the qualified entities in due course.
