CSSPS Review: MoE agrees to Catholic Bishops’ demands for greater transparency

The Ministry of Education has welcomed demands by the Ghana Catholic Bishops’ Conference for increased transparency, accountability, and an ultimate overhaul of the Computerised School Selection and Placement System (CSSPS).

In an official statement issued on Tuesday, 15th September 2026, the Ministry affirmed its intention to review the selection mechanism following concerns raised by stakeholders.

Reaffirming its commitment to equity, the Ministry emphasized that the system relies strictly on merit to assign qualified candidates to senior high schools.

“The Ministry wishes to emphasise that the CSSPS is fundamentally a merit-based system, with merit taking precedence over protocol in the placement of qualified candidates,” the statement read. “The objective is to ensure that placement decisions are guided by established criteria and that every qualified student is treated fairly within the approved placement framework.”

To address existing operational gaps, the sector minister, Hon. Haruna Iddrisu, announced plans to set up a Technical Working Committee following the conclusion of the ongoing placement cycle. The body will evaluate the placement architecture, identify operational deficiencies, and formulate actionable measures to enhance transparency, efficiency, and public confidence.

Addressing persistent reports of extortion, the Ministry reminded parents and guardians that the placement process remains entirely free of charge.

“No parent or candidate is required to pay money to secure a placement or to have a placement changed,” the statement stressed.

The Ministry urged the public to report any officials from the Ministry, Ghana Education Service (GES), CSSPS Secretariat, or Ghana Technical Vocational Education and Training (CTVET) demanding payments to law enforcement agencies, guaranteeing full whistleblower protection.
