Six individuals accused of involvement in a multi-tonne drug shipment cleared through Ghana’s Tema Port have been remanded into custody by the Kwabenya Circuit Court in Accra.
Appearing before the court on Thursday, September 17, 2026, the accused were denied bail following an application by prosecutors. Among those charged are four officers from the Ghana Revenue Authority (GRA), alongside freight forwarders linked to the shipment.
The accused persons—Francis Narh Amanor, Frank Adu-Boahen, Togbe Agbeti, Andrews Tetteh Amponsah, Daniel Laryea, and Helena Akua Denkyi—face allegations of conspiracy to export narcotic drugs and exporting narcotics without a valid licence. The four GRA officials face an additional charge of abetment.
French authorities seized roughly 3.9 tonnes of suspected narcotics hidden inside four 40-foot freight containers—SELU4549480, FFAU2242304, MSDU5642699, and SELU4809801—after they arrived in France from Ghana.
According to the prosecution, the containers underwent mandatory Customs scanning prior to departure from Tema Port. Although image processing flagged clear structural irregularities, the shipment was cleared and exported without secondary physical verification.
Court documents indicate that Adu-Boahen, a GRA officer, surrendered his system authentication details to co-defendants to process scan inspections assigned strictly to him. Investigators later identified Adu-Boahen as the beneficial owner of the consignment. He was apprehended at a hideout in Tema Community 19 on September 16, subsequently admitting under caution that he packed the cargo at a warehouse in Tema Community 12 with assistance from Amanor.
Amanor, managing director of Fresna Commodities Ltd, was arrested on September 15 after official electronic tracking systems linked the export declaration directly to his firm. Amanor claimed he believed the containers held recycled plastic flakes, identifying Adu-Boahen as the primary cargo owner.
The Kwabenya Circuit Court adjourned proceedings to September 24, 2026. State investigators are pursuing further inquiries to determine how flagged scan data was overridden and why final border controls failed to halt the vessel.
