The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has summoned Members of Parliament to return for an extraordinary sitting on Tuesday, 29th September 2026, at 12:00 noon at Parliament House in Accra.
The formal directive, issued from the Office of the Speaker on Thursday, 24th September 2026, cites the constitutional provisions and parliamentary standing orders governing emergency recalls.
“PURSUANT TO ARTICLE 112 (3) OF THE CONSTITUTION AND ORDER 53 OF THE STANDING ORDERS OF THE PARLIAMENT, I, RT. HON. ALBAN SUMANA KINGSFORD BAGBIN, THE SPEAKER OF PARLIAMENT, HEREBY SUMMON PARLIAMENT TO SIT ON TUESDAY, 29TH SEPTEMBER, 2026 AT TWELVE NOON AT PARLIAMENT HOUSE, ACCRA,” the notice read.
The summons was officially issued under reference number OP/SPKR/G1/608.
Although the Speaker’s official notice did not explicitly outline the detailed agenda, the recall follows a formal petition submitted on 18th September 2026 by the Minority Caucus, led by First Deputy Minority Whip and Member of Parliament for Tolon, Habib Iddrisu.
The Minority MPs secured signatures exceeding the required 15 per cent threshold under Article 112(3) of the 1992 Constitution to demand an urgent parliamentary inquiry into recent major international narcotics seizures linked to Ghana.
Central to the Minority’s demands is the interception by French authorities at the Port of Dunkirk of nearly 3.9 tonnes of cocaine—valued at over $260 million—concealed inside a plastic waste container originating from Ghana.
“We make this request in good faith and in the national interest, recognising Parliament’s responsibility to ensure transparency, accountability and effective oversight of institutions entrusted with the security of the Republic,” the petition stated.
The petitioners are seeking to haul key heads of state institutions before Parliament to account for security breaches, scanning procedures, and port oversight. Officials expected to appear include representatives from the Ministry of the Interior, Ministry of Transport, Ministry of National Security, the Narcotics Control Commission (NACOC), the Ghana Ports and Harbours Authority (GPHA), and the Ghana Revenue Authority (GRA).
