Govt to launch three major legal instruments to boost Social Protection and Gender Equity

The Ministry of Gender, Children and Social Protection will on Wednesday, 7 October 2026, officially launch three major legal instruments designed to reinforce social protection and advance gender equity across the country.

The instruments to be unveiled in Accra comprise the Social Protection Act, 2025 (Act 1148), the Social Protection Regulations, 2026 (L.I. 2521), and the Affirmative Action (Gender Equity) Regulations, 2026 (L.I. 2522).

Vice President H.E. Prof. Naana Jane Opoku-Agyemang will officially launch the three frameworks.

The event will bring together key stakeholders, including representatives from government institutions, development partners, civil society organisations, social protection programme coordinators, the private sector, and traditional leaders.

Held under the theme “Building An Inclusive, Equitable and Resilient Ghana: From Legislation to Impact,” the Ministry noted that the launch marks a vital step in solidifying the nation’s legal infrastructure while deepening public understanding of the legislation.

According to a press statement issued by the Public Affairs Unit of the Ministry, the primary objective is to ensure these legal provisions are translated into practical outcomes for citizens.

“Act 1148 provides the legal foundation for a coordinated national social protection system and seeks to promote the well-being of people experiencing poverty, vulnerability and social or economic risks,” the statement read. “It also provides for institutional arrangements to strengthen the coordination and delivery of social protection interventions.”

Detailing the accompanying legislative instruments, the Ministry explained: “The Social Protection Regulations 2026 (L.I. 2521) provide the regulatory framework to support implementation of the Act, while the Affirmative Action (Gender Equity) Regulations, 2026 (L.I. 2522) provide the framework for implementing the Affirmative Action (Gender Equity) Act, 2024 (Act 1121) and advancing its objectives on gender equity and inclusion.”

The Ministry added that, collectively, the three measures create a comprehensive mechanism to enhance coordination, accountability, and execution across all social protection and gender equity initiatives, while establishing clear responsibilities for state agencies.

The Ministry stressed that the theme “highlights the need to translate laws into practical action that strengthens social protection delivery, promotes inclusion and creates greater opportunities for women and other disadvantaged groups.”
