Govt launches landmark Social Protection and Affirmative Action legal framework

Vice President Prof. Jane Naana Opoku-Agyemang has officially launched a suite of legislative frameworks aimed at safeguarding vulnerable Ghanaians and promoting gender equity across the country.

The launch, which took place on Wednesday, October 7, 2026, introduced the Social Protection Act, 2025 (Act 1148), alongside its accompanying Social Protection Regulations, 2026 (L.I. 2521), and the Affirmative Action (Gender Equity) Regulations, 2026 (L.I. 2522).

Addressing stakeholders at the ceremony, the Vice President emphasized that the new legislation centers on human dignity, ensuring that vulnerable households receive necessary support and qualified women gain fair opportunities to participate and progress in national development.

While Ghana currently operates key social intervention programs—such as the Livelihood Empowerment Against Poverty (LEAP), the Ghana School Feeding Programme, and the National Health Insurance Scheme (NHIS)—this comprehensive legal structure is designed to strengthen inter-agency coordination, bolster accountability, and streamline public resource distribution. It also enhances frameworks for emergency relief alongside productive and financial inclusion.

Prof. Opoku-Agyemang noted that the Affirmative Action Regulations represent a practical step toward converting gender equity commitments into real opportunities for Ghanaian women. However, she cautioned that the true test of the legislation lies in its implementation and measurable impact on everyday lives.

She commended the Minister for Gender, Children and Social Protection, Hon. Agnes Naa Momo Lartey, Parliament, the Attorney-General’s Department, development partners, and key contributors—including Dr. Esther Ofei-Aboagye—for their role in shaping the legislation.

The Vice President concluded with a call to action, urging all sector actors to transition swiftly from policy design to execution to ensure no Ghanaian is left behind.
