The Member of Parliament for Builsa South Dr. Clement Apaak has taken a swipe at the Majority in Parliament over its claims that the 2022 budget has not been constitutionally rejected.
He said the Majority and the NPP are engaging in desperate effusions and if they have any challenge over the outcome of proceedings on Friday, November 26, 2021, then they should go to court and challenge the process.
The Majority in Parliament has accused Speaker of Parliament Alban Bagbin of acting in bad faith and behaving in a partisan manner.
The side that staged a walkout during the debate on the budget also wants Ghanaians to disregard claims that the 2022 budget has been rejected.
It is their view that the budget was not rejected because the processes leading to that incident were flawed.
“The majority are of the view that Mr. Speaker is acting in bad faith and being partisan at such a crucial national junction. The majority is of the view that it cannot countenance an order by Mr. Speaker for Marshals to take the Finance Minister out. The majority has consequently walked out.
Order 109 says the Speaker requires 138 members at least before he can put a question. He may have a quorum to take questions and statements but he needs 138 to put a question.
Any decision that is taken with less than 138 people in the chamber is void.
Ghanaians should disregard the claim that the budget is rejected,” a statement from the Majority said.
But Dr. Apaak has countered their claims insisting that the House was properly constituted after the Majority walked out.
He asked them to stop diverting attention and deceiving Ghanaians for taking to stay behind and defend their own budget.
He said the NPP did not have their numbers to defend the budget hence they should stop blaming others for their woes.
He also alleged that the NPP wanted to push the approval to Tuesday because two of their members were absent hence they staged a walkout using the General Secretary of the NDC Johnson Asiedu Nketiah as a cover.
“Parliament rejected the Akufo-Addo/Bawumia NPP budget. Ignore desperate effusions and rants intended to divert attention by the NPP, and its MPs. If Gabby and co have any issues with the outcome of yesterday’s proceedings leading to the rejection, they should go to court.
The NPP side in Parliament didn’t have the numbers to defend their budget. Their final plot was to push the vote to Tuesday so that they could fly in two of their members, this failed, and so they walked out using the General Mosquito as a cover.”
