The Minority in Parliament has hinted at plans to file a new motion following the refusal of the First Deputy Speaker, Joseph Osei Owusu, to admit a motion by the Minority Leader, Haruna Iddrisu.
The Minority met on Monday, December 13, 2021, over the matter.
The motion filed last week, protested what it described as a bias ruling and sought to set aside the approval of the 2022 budget.
The Minority Leader filed the motion challenging the First Deputy Speaker’s ruling after his earlier motion seeking to reverse the approval of the 2022 budget was rejected.
He argued that the December 1 ruling contravenes the rules, conventions and practices of the House and was actuated by bias.
But the First Deputy Speaker directed the Clerk of Parliament, through a letter, to inform the Minority Leader that his motion has not been admitted.
The Clerk in a response to the Leader said “pursuant to Order 13(2) of the Standing Orders of Parliament, has directed that I inform you that your motion is not admitted”.
Reacting to this after their meeting, the Minority Chief Whip, Muntaka Mubarak said: “Obviously when Mr Speaker comes, we will take this matter up to possibly submit another motion on it because we believe that [First Deputy Speaker’s] refusal to admit the motion was very bias.”
He averred that the First Deputy Speaker was more politically bias instead of doing the work of a Speaker of Parliament.
He added that the behaviour by the First Deputy Speaker gave them no other option than to wait for Alban Sumana Bagbin, a long-time National Democratic Congress (NDC) MP until his election as Speaker, to come for a fresh motion to be filed.
