The Office of the Special Prosecutor (OSP) has recommended that four people be prosecuted for violations of the Public Procurement Act, 2003 (Act 663) in Northern Development Authority operations (NDA).
The four recommended for prosecution are the Chief Executive of the Northern Development Authority, Mr. Sumaila Abdul-Rahman; the Deputy Chief Executive (Operations) of the NDA, Mr. Stephen Yir-eru Engmen; the Deputy Chief Executive (Finance & Administration) of the NDA, Mr. Patrick Seidu and the Chief Executive of A&QS Consortium Limited, Mr. Andrew Kuundaari.
According to the OSP, the said violations against them were a result of a six-month investigation.
The investigation was started following a written complaint dated June 15, 2022, by Mr. Martin Luther Kpebu, a private legal practitioner.
The lawyer requested an investigation into the operations of NDA and the actions of its Chief Executive and Board Chairman.
As part of the investigation, the OSP interviewed twenty (20) people over the course of four (4) months.
