The Minister for Finance on Wednesday, April 30, 2025, inaugurated the newly constituted Governing Board of the Ghana Revenue Authority (GRA).
The nine-member Board will be chaired by Hon. George Ricketts Hagan, former Deputy Minister for Finance and Member of Parliament for Cape Coast South.
Dr Forson, in his remarks, stated that the chair, together with other distinguished members, is expected to bring a wealth of experience, expertise, and integrity to the task ahead.
The Minister posited that the inauguration of the board comes at a crucial time in our economic journey.
He said the government faces significant fiscal constraints, with tight financing conditions, restricted access to international capital markets following the debt restructuring programme, and reduced support from development partners.
“In view of this, optimising domestic revenue mobilisation is the number one fiscal priority for 2025 and the medium term. We have set ourselves the ambitious but necessary target of increasing revenue collection by at least 0.6 percentage points of GDP annually. This is central to achieving our fiscal objective of a primary surplus of 1.5% of GDP by 2025 and ultimately reducing our external debt service-to-revenue ratio from 28% in 2022 to 18% by 2028.”
He reminded the new board of the urgent need to modernise the GRA, instil a strong culture of integrity, decisively combat smuggling, reform internal operations, and strengthen collaboration with the Ministry of Finance. Every tax cedi lost to inefficiency, fraud, or smuggling is a missed opportunity to improve roads, schools, hospitals, and the lives of our people.
He further announced his intentions to sign a performance bonus Memorandum of Understanding with the Commissioner-General of GRA as part of efforts to enhance accountability and performance.
“This is a defining moment for our country. I am confident that with the support of this capable board and the dedication of GRA management, we can deliver a revenue administration that truly works for the Ghana we all want.
