The Institute of Statistical, Social and Economic Research (ISSER) has appointed Professor Robert Darko Osei as its new Director, effective August 1, 2025.
He takes over the role from Professor Peter Quartey, who served a six-year term.
Professor Osei is a distinguished economist and a longstanding member of the ISSER faculty. In his new role, he plans to continue the work of his predecessor.
“It is a privilege to take on this role following the remarkable leadership of Prof. Peter Quartey,” said Professor Osei. “I am committed to building on the strong foundation he has laid, and to working collaboratively with ISSER’s dedicated staff, research partners, and stakeholders to advance the Institute’s mission and deepen its impact.”
A Career of Academic and Research Excellence
Professor Osei brings strong academic and research credentials to his new leadership role. He has published widely on economic development issues in leading international journals.
He previously served as Dean of the School of Graduate Studies at the University of Ghana until July 2025, a role he held after serving as Vice Dean.
His research influence extends across West Africa, with active involvement in projects in Ghana, Niger, Burkina Faso, and Mali
Professor Osei has also held several prestigious positions, including:
- Member of the Standing Panel on Impact Assessment (SPIA) of CGIAR (Consultative Group on International Agricultural Research).
- Country Director for the Ghana node of the African Centre of Excellence in Inequality Research (ACEIR).
- Board member of Stanbic Bank Ghana.
- Co-chair of the Digital Agricultural Innovations and Services Initiative (DAISI), a joint initiative between J-PAL (based at MIT, USA) and the Centre for Effective Global Action (based at UC Berkeley, USA).
- Director of the Ghana Statistical Service.
- Member of the Presidential Fiscal Advisory Council from 2019 to 2021.
The ISSER acknowledged the significant contributions of Professor Quartey, who served as Director from August 1, 2019, to July 31, 2025.
Under his leadership, the institute experienced notable growth, innovation, and enhanced engagement both locally and internationally, firmly positioning it as a leader in economic and social research in Low- and Middle-Income Countries (LMICs).
