Finance Minister Dr. Cassiel Ato Forson has announced that the government of Ghana has successfully paid GH¢9.7 billion in interest to investors who participated in the Domestic Debt Exchange Programme (DDEP).

According to him, the payment brings the total amount paid under the program this year to GH¢19.4 billion.

In a statement issued by the Finance Ministry, the Minister indicated that the payment is intended to show the government’s commitment to its agreements with investors and build confidence in the economy.

To ensure future debt is paid on time, the government has created two new “sinking fund” accounts, one for local currency and one for U.S. dollars.

These funds, he said, are designed to act as a savings buffer to help pay off maturing bonds, including those due in 2026, 2027, and 2028.

Below is the full statement

Government Pays GH¢9.7 Billion Coupon Under the Domestic Debt Exchange Programme (DDEP)

  1. The Ministry of Finance is pleased to announce another successful coupon payment under the Domestic Debt Exchange Programme (DDEP) today, August 19, 2025.
  2. The total amount paid for this obligation stands at GH¢9,698,815,220.17.
  3. With this payment, total disbursements under the DDEP in 2025 alone now stand at GH¢19.4 billion.
  4. The payment demonstrates Government’s unwavering commitment to honouring the terms outlined in the Memorandum of Understanding signed under the exchange programme and is expected to strengthen investor confidence and support fiscal credibility.
  5. In line with the 2025 Mid-Year Fiscal Policy Review, Government has established two dedicated sinking fund accounts—a Cedi Sinking Fund Account and a US Dollar Sinking Fund Account—as mandated by the Public Financial Management Act, 2016 (Act 921), as amended. These will provide liquidity buffers to ensure the timely redemption of loan obligations, including bonds maturing in 2026, 2027, and 2028.
  6. Government assures investors and the public that subsequent debt obligations, including DDEP obligations, will be honoured fully and on time.
