Former Finance Minister, Dr Amin Adam, has criticized the government’s 24-Hour Economy initiative.
According to the lawmaker, there is a lack of clarity regarding the policy.
He also asserted that the government has yet to deliver the employment and business benefits initially promised.
Dr Amin Adam was reacting to the 2026 Budget Statement presented by Finance Minister Dr Cassiel Ato Forson.
Addressing a press conference on Friday, November 14, Dr Adam noted that the programme lacks clear implementation mechanisms and has fallen short of expectations.
“The government promised lots of jobs when it came to power, but unfortunately, those promises have not materialised. Remember their promise on the 24-Hour Economy, they indicated that with one job, they will have three people, who run on three shifts doing it: 1-3-3. But what has happened so far?” he questioned.
He added, “Today, the 24-Hour Economy is a confusing mix of policy ideas with no implementation arrangement. The same youth who were told that they will have shifts to work once this government comes to power, are roaming the streets, while farmers and traders complain of poor sales and demand.”
On the 2026 budget allocation, he added, “We are going into the second year since the program was launched, yet the government failed to announce in the 2026 budget the allocation of 90 million Ghana cedis to the 24-Hour Economy for 2026. In fact, the minister said 110 million Ghana cedis for 2026, but if you get to the appendix, you will see only 90 million Ghana cedis allocated towards 24-Hour Economy.”
