The Minister for Finance, Dr. Cassiel Ato Forson, announced the government’s comprehensive plans to modernize and expand the national healthcare system, including specific targets for the “Agenda 111” initiative.
The announcement was made during the presentation of the 2026 Budget Statement to Parliament on Thursday, November 13, 2025.
Key Healthcare Infrastructure and Delivery Commitments:
Agenda 111 Completion: The government is committed to completing ten (10) of the “Agenda 111” hospitals in 2026.
Regional Hospitals: Six (6) new regional hospitals will be constructed, with the initial three (3) slated to begin in 2026, primarily focused on the newly created regions.
District Hospitals: Construction of two new district hospitals is planned for Bole and Shama.
Continuation of Abandoned Projects: The government will resume and accelerate work on several stalled hospital projects, including the Afia-Nkwanta Hospital and the Ashanti Regional Hospital.
Dr. Forson further stated that the government will implement strategic measures aimed at enhancing healthcare delivery, restoring public trust, and ensuring the sustainable financing of the sector through the newly established Ghana Medical Trust Fund.
