President John Dramani Mahama has officially assented to the COVID-19 Health Recovery Levy Repeal Act, 2025.
This means the Covid-19 tax imposed on goods, services and imports at the height of the COVID-19 pandemic has been scrapped.
The President signed the repeal on Wednesday, December 10, 2025.
By the assent, the levy has been scrapped, fulfilling the promise given by President John Dramani Mahama during the 2024 campaign.

The E-Levy was introduced in 2021 as part of Ghana’s pandemic recovery measures; the levy was designed to support government efforts in restoring health systems, financing COVID-19 expenditures and rebuilding fiscal buffers.
Delivering the 2026 budget statement on November 13, 2025, the Finance Minister, Dr Cassiel Ato Forson, announced that the Covid-19 levy had been scrapped.

The measures formed part of the government’s broader fiscal and economic reform agenda aimed at stimulating growth, promoting fairness, and easing the cost of doing business.
“For emphasis, we promised to abolish the COVID-19 levy. With the support of this House, I am happy to announce today that it is abolished.”
He explained that by removing the levy, the government was “putting GH¢3.7 billion back into the pockets of individuals and businesses in 2026 alone,” adding that the decision reflected the administration’s commitment to responsible but compassionate economic management.

The COVID-19 Health Recovery Levy, introduced in 2021 under Act 1068, supported pandemic recovery efforts.
The Act, which was signed into law on March 31, 2021, imposed a 1% levy on taxable goods, services, and imports (excluding VAT-exempt items) to finance COVID-19 expenditures and restore health systems.
