PAC Refers Ex-Defence Procurement Director to Attorney-General Over GH¢4.8m Vehicle Scandal

The Public Accounts Committee has forwarded former Ministry of Defence Procurement Director Frank Oliver Kpodo to the Attorney-General for prosecution due to his alleged involvement in the GH¢4.8 million purchase of six vehicles.

This decision follows a request by Majority Chief Whip Rockson-Nelson Dafeamekpor for Mr Kpodo’s immediate interdiction, citing the use of falsified documents in the attempted procurement of vehicles purportedly for monitoring the 2024 general elections.

Previously, the Auditor-General disallowed store receipt vouchers valued at GH¢4.8 million following a special audit, noting that the vehicles were not supplied.

During his appearance before the committee, Mr Kpodo, now a procurement officer at the Ministry of Lands, stated that the vehicles were initially delivered but later removed due to concerns over payment.

He advised management to extend the contract agreement, but his explanation raised concerns among committee members.

Mr Dafeamekpor shot down Mr Kpodo’s explanation and reiterated his call for interdiction.

“…You personalise the transactions, so they became your personal burden. How many vehicles were involved? If you can’t tell us where the vehicles are, at least tell us how many there were.

“So for me, my demand is that the Ministry of Lands and Natural Resources should interdict this man. He should be interdicted.”

Ranking Member Mr Samuel Atta-Mills referred Mr Kpodo to the Attorney-General for prosecution.
