Ministry of Energy directs Agencies to submit 24-Hour Economy roadmaps by April 15

The Ministry for Energy and Green Transition has instructed all its subordinate agencies to submit comprehensive roadmaps by April 15 to facilitate the implementation of the government’s 24-hour economy policy.

This directive was announced by Richard Gyan-Mensah, Deputy Minister for Energy and Green Transition, during a media interaction on the sidelines of the signing ceremony for a Memorandum of Understanding between the 24-Hour Economy Authority and the National Petroleum Authority.

The memorandum aims to expand continuous operations in the downstream petroleum sector.

According to the Deputy Minister, the ministry has officially communicated the directive to its agencies, issuing letters that request the submission of implementation plans.

“In my submission, I did mention that the minister is directing all agencies or has directed all agencies to submit their roadmap on the 24-hour economy because, as a ministry, we strongly support the 24-hour economy and its implementation, and we deem it fit that all agencies, not just NPA, come out with a roadmap.

“This is because we also want to use the opportunity to deliver not just the transformation, economic transformation, but also even to achieve job creation,” Richard Gyan-Mensah said.

“Today [March 31, 2026] before I came here, the letters have been signed and sent to the various agencies,” he subsequently added.

He further revealed that several agencies within the sector have already made significant progress toward adopting 24-hour operational models.

He said the Tema Oil Refinery and the Bulk Oil Storage and Transportation Company are understood to be advancing internal plans, while others are at various stages of preparation.

“Most of them have actually far advanced with their process. We just want to give them until the 15th, which is the middle of next month, for them all to submit. Yes, we have had a communication; we want to have it officially submitted to us for us to also now see how we can enforce the implementation of the 24-hour economy within the agencies,” Richard Gyan-Mensah added.
