PAC to Summon Two Officials Over GH₵8.2M Unexecuted “Toilet for All” Project

The Public Accounts Committee (PAC) is set to summon Bright Oduro Kwarteng and Theophilus Okine over GH₵8.2 million claims for the “Toilet for All” project.

This came up when the minister for local government, chieftaincy and religious affairs, Chieftain Ahmed Ibrahim, appeared before the committee on April 1, 2026.

The minister revealed that mobilisation funds were paid but no work was executed, and verification has been delayed because supporting documents were sent to the National Archives.

He told the committee that he did not want to answer questions for issues he had no knowledge of and so would want those responsible summoned.

According to him, the two individuals have resigned from different ministries.

Mr Ahmed Ibrahim indicated that he did not want to answer questions for something he had no knowledge about.

He said “The truth of the matter is that this transaction took place at the erstwhile Ministry of Sanitation and Water Resources, and it was under the leadership of the honourable Cecilia Abena Dapaah, and I think it was in 2019, and we are in 2026. It’s been 5 or 6 years, so we did our best. But the good news is that the officers who handled the transactions are still at post and reposted in other ministries.

The director for procurement, Mr Theophilus Okine, is still at the Ministry of Defence, and Mr Bright Oduro Kwarteng is now the director of finance at Trade and Agribusiness. So they are still alive. They are still in public service, and I don’t want to be a victim of what the Bible says – that I was made to answer questions for which I knew nothing. “about,” he added.
