Presidency Discloses 808-Member Staffing Structure to Parliament

The executive branch has delivered its yearly personnel report regarding the Office of the President to Parliament, meeting the statutory requirements of Section 11 of the Presidential Office Act, 1993 (Act 463).

The comprehensive document, which outlines the identities, roles, and ranks of the workforce, confirms that the presidency employed 808 individuals as of December 31, 2025.

The total workforce is divided into 233 political positions and 585 career public officials.

Within the political cohort, the administration maintains four Ministers of State overseeing portfolios in Government Communications, Special Initiatives, Climate Change and Sustainability, and Public Sector Reform.

Additionally, the political wing includes 39 senior staffers—featuring leadership roles such as the Chief of Staff, Executive Secretary, and senior advisors—alongside 190 other political appointees who handle technical coordination, legal advisory roles, regional affairs, and logistical support.

The bureaucratic foundation of the presidency rests on 390 core civil service and household employees.

The standard civil service framework accounts for 138 of these positions, spanning administrative, secretarial, procurement, audit, and IT classes, and is led by an Acting Chief Director.

The household and estate operations utilize 234 individuals to manage transport, hospitality, maintenance, and groundskeeping across presidential properties.

This segment also includes 18 specialized personnel split between the Zongo and Inner-City Development Secretariat and the Public Enterprises Secretariat.

To streamline inter-agency cooperation, the remaining 185 personnel consist of public servants on secondment from external state agencies.

The Department of Parks and Gardens and the Public Works Department’s Prestige Division provide the largest detached contingents, managing the grounds and structural upkeep of presidential residences.

Furthermore, the Ghana Health Service operates a medical center on-site for staff and the public, while financial oversight and administrative support are maintained by attached personnel from the Controller and Accountant-General’s Department, the Ghana Audit Service, and the Ghana Postal Company.
