Ghana To Exit IMF Bailout Next Week — Cassiel Ato Forson

Ghana’s financial bailout arrangement with the International Monetary Fund (IMF) is set to wrap up next week, with the Fund’s Executive Board primed to sign off on the ultimate review of the Extended Credit Facility alongside a fresh 36-month Policy Coordination Instrument (PCI).

Addressing Parliament during the presentation of the Mid-Year Fiscal Policy Review of the 2026 Budget on Thursday, 23 July 2026, Finance Minister Dr Cassiel Ato Forson confirmed that the impending green light signals both the end of the bailout and the rollout of a new structural reform era.

“Right honourable speaker next week the executive board of the IMF is expected to approve the final review of Ghana’s extended credit facility program bringing to a successful conclusion the financial bailout IMF program,” he stated.

Dr Forson explained that the board will simultaneously endorse the 36-month PCI, which serves as a non-financing mechanism for economies that have overcome immediate balance of payment pressures.

“The executive board is also expected to approve a thirty-six month policy coordination instrument. A non-financing arrangement designed for countries that no longer have and are not expected to face balance of payment needs,” he told the House.

The Minister emphasised that the incoming framework will drive Ghana’s subsequent phase of economic transformation.

The programme will focus on six core pillars: maintaining growth-friendly fiscal consolidation, safeguarding debt sustainability, enhancing fiscal transparency and governance, strengthening monetary and exchange rate policy frameworks, reinforcing financial sector stability, and driving economic diversification for inclusive growth.

“Mr speaker the PCI will anchor our next phase of reforms. Strengthening macroeconomic resilience support broad-based growth and signal our unwavering commitment to sound and discipline macroeconomic policy,” Dr Forson said.

He noted that the gains achieved over the past 18 months have built the needed confidence to keep steering reforms that guarantee long-term stability and economic growth for the nation.
