Mid-year Budget: Government mobilises GH¢15.6bn Sinking Fund for Domestic Debt Repayments

The Government of Ghana has set aside a total of GH¢15.6 billion in a sinking fund as part of structured efforts to meet maturing domestic debt obligations scheduled for 2027 and 2028, Finance Minister Dr Cassiel Ato Forson has announced.

Presenting the Mid-Year Fiscal Policy Review of the 2026 Budget in Parliament on Thursday, July 23, 2026, Dr Forson revealed that the accumulated amount was secured as at July 22 under the government’s 2026–2029 Medium-Term Debt Management Strategy.

“Under the twenty twenty-six twenty twenty-nine medium term death management strategy we pledge that seven percent of non-ear tax revenue together with proceeds from domestic bond issuance will go into the second fund as a war chest for the twenty-seven and twenty twenty-eight maturities,” he stated.

According to the Finance Minister, the administration remains firmly on track to build the buffer to GH¢30 billion by the end of 2026.

“Mr speaker I’m proud to report to this house that after twenty-second of July yesterday the war chest fought fifteen point six billion Ghana cities. Mister speaker we are on course to accumulate thirty billion cities in the second fund by the end of the year twenty twenty-six,” he told the House.

Dr Forson explained that the target target figure will fully cover the GH¢30 billion Domestic Debt Exchange Programme (DDEP) obligation that matures in February 2027.

“Right honourable speaker for information this will be enough to repay the thirty billion domestic death exchange program debt that will fall due in February twenty twenty-seven,” he said.

He further assured Parliament that the proactive strategy is designed to ensure the country honours its financial commitments smoothly and without fiscal distress.

“Mr speaker break by break CD by CD we are building the wall that will meet the way so that when twenty twenty-seven and twenty twenty-eight comes Ghana will not crumble. Ghana will simply pay back this debt,” Dr Forson stated.
