Government Begins Talks on Volta Economic Corridor Agreement

Government has officially commenced negotiations on a Master Concession Agreement for the ambitious Volta Economic Corridor project.

The step moves the flagship initiative closer towards establishing a viable commercial and financing framework, designed to unlock vital private sector investment without overburdening the state’s balance sheet.

The high-level talks bring together key stakeholders, including the Volta River Authority (VRA), the 24-Hour Economy and Accelerated Export Development Secretariat, and the Ghana Infrastructure Investment Fund (GIIF).

All parties involved have agreed to finalize the technical, legal, and financial groundwork within a three-week window, targeting August 26, 2026, for the formal signing of the deal, though specific commercial terms are currently being ironed out.

This significant progress follows government’s approval of the Volta Economic Corridor in July 2025, declaring it a national project and marking it as Ghana’s pioneer net-zero corridor.

By leveraging the vast potential of the Volta Lake and its surrounding lands, the project aims to drastically cut transport costs, boost agricultural and industrial productivity, generate jobs, and deepen trade links with neighbouring West African nations.

Speaking on the development, Presidential Adviser and Chair of the 24H+ Secretariat, Augustus Goosie Tanoh, highlighted that the negotiations represent a decisive shift from mere policy aspiration to constructing an investment-ready framework.

“We are building an integrated economy, one that produces what it consumes and exports more value than it imports.
The Volta Lake is at the centre of this economy.
This meeting moves us from agreement in principle to structuring a bankable, transparent concession that protects the interests of the State while unlocking the private investment the corridor needs”.

He further also reassured the public that the proposed concession will not interfere with hydroelectric power generation at the Akosombo Dam or the management of water levels, both of which will remain strictly under the authority of the VRA.
