Ghana to Host 28th AMCOA Conference on Healthcare Regulation and Universal Health Coverage

The Association of Medical Councils of Africa (AMCOA) will convene its 28th Annual Conference at the Mövenpick Ambassador Hotel in Accra from August 23 to 27, 2026. The event brings together regional medical regulatory authorities and international healthcare stakeholders to advance professional oversight across the continent.

Speaking on Rainbow Radio’s Frontline on August 21, Dr. Alex Pieasa Kodua, Deputy Registrar of Ghana’s Medical and Dental Council, detailed the core mandate of the association. AMCOA operates to strengthen regulatory frameworks governing doctors, dentists, and allied health professionals. The organization focuses on verifying proper training and licensure, upholding rigorous ethical standards, and ensuring practitioner accountability.

Operating under the theme “Regulation for Safer Communities Towards Universal Health Coverage,” the conference emphasizes that access to care must be paired with strict quality controls. Dr. Banyubala noted:

“Effective healthcare regulation is critical to achieving universal health coverage because expanding access alone is insufficient. Providing basic access has limited value unless we simultaneously guarantee clinical quality and patient safety.”

The gathering serves as a peer-learning platform for healthcare reforms across Africa. Participating nations will examine Ghana’s implementation of its primary healthcare system, while host delegates study regulatory innovations from neighboring countries.

Deliberations will center on setting educational standards, establishing entry requirements for medical practice, monitoring professional conduct, and addressing cross-border practitioner mobility.

A key focal point includes the African Healthcare Practitioner Regulatory Policy Outlook, an initiative designed to manage health worker migration and safeguard regional health sovereignty.

The conference features unprecedented participation from global bodies, including the International Association of Medical Regulatory Authorities (IAMRA) and the World Health Organization African Region (WHO AFRO). High-level state proceedings frame the four-day event, with President John Dramani Mahama scheduled to deliver the opening address on Monday, August 24, and the Speaker of Parliament delivering closing remarks on August 27.

Outlining the primary goal of the assembly, Dr. Alex Pieasa Kodua stated:

“Our objective is to assure all African citizens that when they seek care, their attending medical professionals are fully trained, registered, and accountable. Patients must understand their right to raise concerns regarding standard of care. Ensuring public safety is a collective responsibility rooted in maintaining uncompromising professional standards.”
